Institutional Review Board

Welcome to the University of Wisconsin - Milwaukee's Human Research Protection Program (HRPP). The HRPP is the home of the Institutional Review Board (IRB) for the protection of human subjects. The IRB holds autonomous decision making when reviewing human subject research studies under the jurisdiction of the University of Wisconsin - Milwaukee. The mission of the IRB is to ensure the adequacy of the research plan, to minimize risks and to maximize the potential for benefit from human subjects’ who participate in research. The IRB’s decisions are based on the ethical principles in the Belmont Report, Declaration of Helsinki, Wisconsin State Laws, UWM Policies, and the Code of Federal Regulations. The IRB reviews research conducted by UWM faculty, staff, and students. The IRB is comprised of UWM faculty, staff, students, and community representatives.



February 10, 2014 ***New****  The author of an xForm may now give the PI, SPI or other co-investigators access to the form for reviewing, editing, or submitting by selecting the "Collaborators" option at the top of each page of an xForm.  (If the form is submitted by someone else other than the PI, the PI will still be required to "sign off" before the IRB will receive the study for review).  Please read the Collaborator instructions for more details.

You may now log into IRBManager using your UWM ePanther ID and password by following the "1login" link in the center of the login box.  (If you prefer you may continue to use your independent IRBManager user name and password with UWM as the client by clicking on the login link at the bottom of the box.)

December 4th, 2013- Spring Semester IRBManager training dates- The UWM IRB staff will be offering hands-on, in-person trainings for IRBManager on January 27, February 12 and 28, March 19 and April 28.  See the IRBManager section of our website or the UWM professional development website for more details and to register.

- Data confidentiality Guidance- The IRB has developed a new guidance document to provide investigators with information about data confidentiality and suggestions for securing data.  Click on the link below to view the document:

October 7, 2013- NEW Protocol form-The IRBManager Protocol Form- the word document that must be submitted for all studies under review- has been updated to include questions on data security and other minor changes.  The new version is available here or on the Forms and Templates page of the website. 

October 2, 2013 - NEW! IRBManager Training Dates-  The IRB Staff have scheduled monthly training dates to provide an overview of how to use our online submission system IRBManager.  These trainings are targeted to new users and current users who would like a refresher course.  Upcoming dates:  October 11, October 30, November 15, and December 4th.  To register for a training session, sign-up through UWM's Professional Development website.  Spring dates will be announced in early December.  And if you are unable to attend an in-person training, please always feel free to contact the IRB Office with any questions or to schedule a personalized training for yourself or your department.

October 2, 2013 - IRB Submission flowchart- As a result of a comment received on the IRB Survey, we have has created a flowchart which is a visual representation of the steps that are followed for the submission and review of a new study.  We hope this helps clarify how to submit a study as well as what happens once it is submitted to our office.

October 2, 2013 - Survey Results are in! Thank you to everyone who participated in our survey.  The feedback we received was invaluable and we have already made some minor changes based on the comments received. These changes include updating and adding to the links area in IRBManager, providing clearer instructions in IRBManager on how to do common activities and updating our contact information.  We have prepared a report with the full results including the completed and future changes we hope to implement.

October 2, 2013- New- Exempt study expiration dates- In order to be able to maintain a list of active studies, the IRB will now assign a 3 year "expiration" date to all exempt studies.  At the end of this three year period, the PI will be contacted to determine if the study is still active.  If the study closes before the expiration date, the PI should send an email notification to the IRB Office and the staff will close the study.

March 28, 2013 The IRB User survey will be closing in a few weeks.  This survey gives you the chance to anonymously provide feedback on the IRB process and specifically on the use of IRBManager.  Every comment is valuable and helps us to make improvements to  serve you better so please complete it today:

The IRB will be writing a newsletter each spring and fall to keep researchers informed of any important changes and up to date on important information when conducting research with human subjects.  Please read our Spring 2013 newsletter.
